शैक्षणिक योग्यता (Educational Qualifications):
Accounts Officer: (i) must have passed the Subordinate Audit or Account Services or equivalent examination conducted by any one of the Organized Accounts Department of the Central Government; and (ii) must, have successfully completed training in Cash and Accounts work in the Institute of the Secretariat Training and Management or equivalent training course and have minimum three years' अनुभव in Cash, Accounts and Budget work.

Accountant-and-Cashier: Officers under the Central Government or the State Government or autonomous bodies or statutory organizations or public sector undertakings or Supreme Court or High Courts;- (a) (i) holding analogous post on regular basis in the parent cadre or department; or (ii) with six years' regular service in the grade rendered after appointment thereto in level 5 (Rs.29200-92300) or equivalent in the parent cadre or department;

Personal Assistant (Stenographer Grade 'C'): Officers under the Central Government or the State Government or autonomous bodies or statutory organizations or public sector undertakings or the Supreme Court or High Courts;- (i) holding analogous post of Stenographer on regular basis; or (ii) Stenographer in level 4 (?25500-81100) in the pay matrix or equivalent with ten years regular service in the grade.

राष्ट्रीय उपभोक्ता विवाद निवारण आयोग (एनसीडीआरसी), भारत भारत में एक अर्ध-न्यायिक आयोग है जिसे 1988 में उपभोक्ता संरक्षण अधिनियम 1986 के तहत स्थापित किया गया था। इसका प्रधान कार्यालय नई दिल्ली में है। आयोग का नेतृत्व भारत के सर्वोच्च न्यायालय के एक मौजूदा या सेवानिवृत्त न्यायाधीश द्वारा किया जाता है। आयोग का नेतृत्व वर्तमान में भारत के सर्वोच्च न्यायालय के पूर्व न्यायाधीश न्यायमूर्ति आर के अग्रवाल कर रहे हैं।

उपभोक्ता संरक्षण अधिनियम, 1986 की धारा 21 में कहा गया है कि राष्ट्रीय उपभोक्ता का अधिकार क्षेत्र होगा: - एक करोड़ से अधिक मूल्य की शिकायत पर विचार करने के लिए और राज्य आयोगों या जिला मंचों के आदेश से अपीलीय और पुनरीक्षण क्षेत्राधिकार भी हो सकता है।
उपभोक्ता संरक्षण अधिनियम, 1986 की धारा 23 में प्रावधान है कि कोई भी व्यक्ति जो एनसीडीआरसी के आदेश से व्यथित है, 30 दिनों की अवधि के भीतर इस तरह के आदेश के खिलाफ भारत के सर्वोच्च न्यायालय में अपील कर सकता है।
